Z-Wave the public standard

UART, Serial API, and Z/IP + Z/IP Gateway

I’m trying to understand how best to work with my Razberry Board I ordered,
but also want to play with the Aeotec Z-Stick.

Aeotec Z-Stick says:

When attached to a host processor, the Z-Stick becomes a Z-Wave communication device,
exposing the Zensys API (SerialAPI) through USB

Silicon Labs Says:

Z/IP Gateway can communicate with the Z-Wave SerialAPI through UART or USB.

And also:

Z/IP is a requirement for Z-Wave 700 gateway development.

My questions are

  1. If Z/IP is a requirement for Z-Wave 700 development and the Z-Stick support
    Z-Wave 700, it is using Z/ip?

  2. If I use UART and the Serial API on either of these, I’m still technically uising the Z/IP gateway,
just not using the IP part myself?

  3. And if I write code that works with one, it should also work with the other, since they both
should conform to the same Serial API?
